The IRS does not require 1099 Forms in cases where the interest, dividends or short-term capital gain distributions are under $10. However, the IRS does require individuals to report these amounts under $10 on their tax returns.

How do I report capital gain distributions? Capital gain distributions are reported to the taxpayer on Form 1099-DIV. Why capital gains should not be taxed?
Economic theory tells us that when the cost of funds goes down, firms will use the opportunity to borrow more funds so that they can increase their investment in new property and equipment. You can avoid capital gains tax when you sell your primary residence by buying another house and using the 121 home sale exclusion. In addition, the 1031 like-kind exchange allows investors to defer taxes when they reinvest the proceeds from the sale of an investment property into another investment property.
Taking capital gains in different years
Another option to discuss with your tax professional may be to “spread the sale over multiple tax years — that can help ease the burden,” says Jonathon McLaughlin, investment strategist for Bank of America.
These capital gains are taxed at your ordinary income tax rate. So, if you sell a stock you owned for six months and make a $10,000 profit, this will be added to your ordinary income and taxed accordingly. Long-term capital gains from sales of assets held for more than a year receive a more favorable tax rate.
It's important to note that while capital gains can increase one's adjusted gross income (AGI), they are not subject to Social Security taxes. However, a higher AGI from capital gains can potentially lead to a higher portion of Social Security benefits being taxable.
